Of course 5 mill in the Bank dosnt build any ships.
But once positive testing, and approvals are done don't worrie investors with deep pockets from upstream and downstream hydrogen will fund it. EU, Norway, Oz etc goverments etc will chip in.
And then who knows, new Hydrogen Uber is here to stay.
