Seems like I am wrong with this, looking through a few other projects, environmental review is still required, just that it’s not opened to Public. So next step isn’t going to be “EPA prepares draft assessment report and completes assessment”.

My final take on this:
Currently at “Proponent submits revised draft Environmental Review Document.”
Next will be as per the table, but public review isn’t required. There will still be comments and reviews by gov agencies and stakeholders.
