It's also my interpretation that the decision was made some time ago - but the point is why should we have to 'interpret' anything? It should be made clear in company announcements. All we're working off is an announcement prior to Christmas that the board had approved planning for a restart cross referenced against things that Marty says in interviews/presos since then.
