the finance, (student enrolment etc) systems are the engine for universities, councils, TAFE's, Government Entities (eg Legal Aid) to operate.
the no risk solution is to implement the same system as all the other guys use 1) you know it works 2) there is a pool of professionals already with experience 3) you know the company will still exist in a decade to provide support
the very high risk solution is to recommend the new product. the newer software must be not a little bit better than the existing no risk incumbent, it must be much much better so that they are chosen.
just because there is a competitor means nothing it must have an amazing product to be a threat
