This is a lot of work. A lot. Although may not have translated well as Electrical usually doesn't use the terminology 'plumbing'.
They will need more people to move it forward from here if they are managing the tendering & procurement in house.
An owners team -

Discipline Specific Engineers/Engineering managers.
Package Engineers.
Schedulers/planners.
Construction/Completions/Commissioning teams.
Ops Readiness.

One thing they do seem to have in hand with a list like this is the Governance & Technical Stewardship team (SMS Siemag) knows what they are doing.
