I asked the question of my cousin who does this for a living, he borrows money for The Australian Government, and so, is used to dealing in the billions, his best guess was flat fee and commission.
I said they probably were looking for 700/900 million, he said, best guess is a 4 man team with fee & commission totalling 10/20M. They will save that in terms and conditions alone. He also said they wouldn't have taken the job if they didn't think they could get it done, good company, he knows them well.
So, hopefully this answers a few questions.
