Maybe the management there didn't spend enough time crossing their i's and dotting their t's and relentlessly going over stuff before making their FID decision. I personally have no idea but that seems to be the complaint about TNG too slow and too many decision changes!
Maybe the final outcome will mean we have a 40 year mine and refinery rather than a 4 year one!
