Scoot... your dam plus top up plan simply hasn't been thought through.

TNG would be pumping more water to the surface to keep up with evaporation ( circa 3000mm per annum. refer to BOM website) Less water would used by pumping it to surface on an as needs basis and into tanks where there is minimal evaporation.

Let alone consider the land degradation needing more than 10 times catchment area than the dam itself would be a scar on the land the NETPA and TO's would be laughing at PB as he walked out the door after presenting the idea....
