I don’t see much hope for the refinery ever getting the go ahead from NTEPA, given all the late-stage conditions they have required TNG to address. The Authority seems not to want the refinery under any conditions. The most telling indicator of this is its objection to the proposed site, when it was actually offered by NT government. I suggest that even when TNG puts in a revision of the previously revised EIS, NTEPA will find other conditions that need to be met, which will eventually destroy the commercial viability of the project. TNG needs to have a plan B for the refinery and this needs to be progressed in parallel with responding to the conditions required by the NTEPA, which may never be satisfied - South Australia and Malaysia seem obvious options.
