Fleegle, the Federal Govt is expected to be guided by the NT Govt recommendations, however, they operate under two different statutes which have a slightly different focus. The content of the Fed Approval reflects this in its narrower focus being on habitat, wildlife and indigenous protection. So the same but different, sort of.

But we need the "titanium pigment off take" , which I see as subtley different to "titanium dioxide off take". One for the proposed BOOT pigment plant, the other being a titanium dioxide concentrate for refinement into pigment. The latter could in theory be marketed independantly as well as supplying the pigment plant.
