One could look at it that way or you could say they have hired personnel that are less likely due to that experience to stuff up their jobs as they will not require OJT or experience building as a younger employee might. Thus the higher salary that they would command goes hand in hand with the potential to save TNG money due to a lower likelihood of making errors that cost the company serious cash.
