If you go back further to AXO archives, it shows that Balla Balla has a full bankable feasibility for ferrovanadium and then later a titanomagneite export operation. THe project is fully permitted and 6km from the gas pipeline and mains power. The magnetic recovery to con is about 70% by mass compared to the TNG deposit which is about 20%. A no brainer that went off track after Atlas took it over. Atlas took it over to get the port access at Utah and then flogged the deposit to Rutila.
