Bobadah I agree the timing suggests TNG is looking at options but that may be coincidence. TNG have tested TIVAN on other resources, KRC is one that I know of for a fact. I'm sure this recent development and HoA has a discussion history as opposed to a two day wonder.
In saying that I am reminded of the utterances of Meerkat back in 2014 "they are just non binding HoAs and MoUs, not worth the paper they written on". Whilst roundly condemned he was right in many cases, some were just space fillers.
