I would suggest it was PB spin as usual to give the illusion that work was being done.
In reality, the work was obviously on pause till next year.
So Clough's demise in a way has limited impact on TNG other than the obvious need to fill the gap.
Still, it is concerning that it could be 1 step forward 2 steps back for a 6-12month period but that is really to be expected. PB has left it in a complete shambles and much of the "work" that was done has become irrelevant or superseded over the passage of time.
