I hope you are right and if you are then I agree it looks like the last bad news. It's the decision process I am trying to understand.
What I also noticed on page 3 they state:
And this brings me back to the questions I have - why starting the early-stage engineering work while making final decision in about 7 months from that point. It's like placing the cart in front of the horse.
Why not make the final call first then start the work. They must have a reason but it needs to be explained so investors have clear picture.
