Final decision to be made in 2025. What is the decision depended on?
I have below questions as I am not sure I understand this clearly - maybe I am reading it wrong, but I did send email to ALK asking them to clarify.
On page 1 they say no final decision until early 2025 but on page 4 they want to award a winner for the bid or make recommendation, so I am not sure I understand properly what page 4 states.
Will the recommendation to award this work not going to require any firm commitments from ALK to the project? Can the winner of the tender guarantee the price for a period of around 8 months until ALK makes final decision? Why would next stage of engineering commence early (after end of July) if final decision is not being made for another ~ 7 months?
