I would assume that Axel Sartingen was an ineligible shareholder by virtue of his domocile, and yet he still partook in the discretionary allocation of the shortfall, so there is some suggestion that the Board were happy to support his continued and increasing holding (+ 45 million shares).
btw - Axel is overdue already on an update to his substantial holder change too, so expect something this week IMO, otherwsie it makes the other letter from the ASX to Brian about transferring (with no nett increase or decrease) shares and being 2 days late look like a waste of time and ASX resources as a compliance matter.
