The framework agreement to be signed with the Tanz Gov, enshrined in law as you say (SPR 2022 latest iteration), involves the gov taking a 16% non-dilutable stake in the holding entity. A passive JV partner. Newco formation required. Direct ownership of the project, not about dividends.
Plenty of other companies are progressing through these negotiations. It is no small deal.
