I think Oz minerals might be a player in this. Pretty sure they would be very interested in developing new mines. They are cashed up and a major shareholder in TOE. For those who have been around. Oxiana Resources spun off TOE. Oxiana combined with Zinifex and became OZ minerals. Big mistake when the Global Financial Crisi hit. Long story.
