It's obvious now that a considerable amount of planning has been done beforehand on the development of New Dawn, including the selection of explorers to vend the project into. Likely commenced the moment when MIN was announced as the buyer of Bald Hill and the present Chinese owners were to be kicked out.
Hancock's tenement acquisition came after TOR acquired the project, although I'm not sure if that was also planned or mere luck that it was snagged when Bloomier surrounded the tenement. You'd think that MIN would have been all over that tenement when it came up for grabs.
