Yes. AIS put out the announcement and it is up to the ASX to tag it to all the companies affected. How they do this is not very clever given the number of irrelevant announcements I get in the companies I hold - it seems to just rely on text matching (i.e if company x mentions company y in an announcement the both x and y are notified). It seems that AIS didn't mention ARE in the announcement so the ASX didn't add it to ARE.

Lindsay should really have a word to AIS about this, but in AIS's defence I think they are fully occupied with the CSA deal.
