Wire line logging is used to measure the volume of oil in place (OIP), it's essentially a scan. Flow testing is used to measure the pressure the resources are under, and essentially gauge the ease of recoverability - at what rate the oil flows out of the well.
Oil from the flow test will then be examined after the flow rate is gauged, which will essentially tell us if it is heavy or light.
