Perhaps PCL should touch base with MAY to start talking with Sonangol (Africa's 2nd largest O&G producer) who have started a few drilling JVs outside of Angola in recent years. I am sure PCL have entertained numerous inquiries in recent times, but any JV partner will need deep pockets (although considerably less offshore depth than Shell & Total had to target). Yes I also hold MAY & LKO.
