In my opinion this is a pretty bold move by Twiggy. He is sending a message and it reads like this,

1. He has gov on his side and possibly negotiating some sort of deal.

2. He also need more time, and he knows Gina will try to gain position, enough for a hostile TO.

3. In his statement "Noting that NCZ Investments, or a group of other shareholders, can prevent Redstone from achieving the compulsory acquisition threshold" meant to say "give me a little more time guys, Im negotiating a deal while Gina is gaining for a hostile TO. Don't sell out cheap, I am coming up with a better offer"
