Some of the defeating conditions may have been triggered, as they were expecting the TOP to order BE to disclose pertinent information.
The information would have allowed them to waive the FIRB approval requirement.
The FIRB is still considering the matter. They are still operating despite the government being in caretaker mode.
Xinhe claim they are closed during the lock down period. Not so !
