Yes you are right but the most interesting part is they had appointed a Panel including the Head Honcho which says a lot about the seriousness that TOV took to this complaint.
In the first press release they had not appointed a panel so I can only assume the disputed position of Leadenhall resulted in it being raised a notch or two. Hence the belated position of LIT and a Panel being appointed.
