Non-dilutive finance I believe is to fund the WaaS roll-out. It means the cash burden to fund the unit and installation costs for WaaS units won't sit on EMC's balance sheet but on that of the finance partner.
EMC still needs to pay for the capex and other costs to set up the manufacturing plant and expansion so they can build the plants. I speculate that this is where this capital raising will be directed towards.
