Another theory, how about a leaky boat of people tried to push down the price (using huge sell order to cap the price) so they can accumulate at the low. This seems to be the tactic on quite a few spec stocks like PLS, XPE etc.
They cannot effectively tell us the outcome of license application until it is formally announced. Perhaps if HCneeds to announce on their webpage, they my do ao before trading halt is lifted on 30 June. Finger crossed.
