Well, maybe shareholders who sell also have options? No need to exercise now, but in the meantime they make a nice profit selling shares while knowing they can buy back at 2c.

One way or another, these options are going to have a negative influence on the SP for short term punters. For the company itself it means more money in the bank. All good.
