They are trying to slash every last cent they can get their grubby hands on. No way are they going to spend money on this when they can't even convince people to take up carbon emission plans.
Wouldn't have a clue how to sell it to the electorate and no intention of spending any money anyway and that will set the scene from Gov't perspective for at least next 12-18 months.
Anyone hanging on in hope of Gov't assistance - sell!!
