I expect it is JUST the signing, but this is big anyway as it de-risks things. Once the signing is out we may get more information on potential deals to lift the price before a cap raise. They will want the capital raising as high as possible to minimise dilution, and therefore will need something to entice investors. In the previous announcements a price between 5 - 10 c has been outlined as two scenarios. In either scenario this stock will have a very tightly held register which is key.
