Well, if they can get mine funding (I don't know if funding that separately from the refinery is possible given the overall value proposition is based on the refinery making the lower vanadium grades viable), then we can punch a hole in the ground and get ore on a pad ready for processing once the refinery is running.
SO 2018 isn't off the cards. Early 2018 likely to be a stretch, especially if the financing won't be in place until the EIS approvals are closed out late this year/early next year for Darwin.
