Assure's chairman is Robert Rivero, who boasts little if any investment profile on the English-language internet.

Mr O'Dwyer described Mr Rivero as a former journalist, who was well known in the Philippines and Indonesia but, until now, had only been a private investor.

''He's an entrepreneurial investor,'' Mr O'Dwyer said.

No money has arrived yet, even though Metal Storm earlier said initial funding was due to arrive on Wednesday.
