perhaps the appointment of Deutsche is also for distribution, not just advice? if this cap raising gets a few new global investors on the books is it totally inconceivable that existing holders fund the entire project in conjunction with project financing? (this isn't a rhetorical question - as I don't know the register). that would definitely create some pricing tension for potential jv partners...
