Provincial governments have no jurisdiction in this regard and the Feds will win out.Plenty of recent precedents on this point IMO.
The major concern is the Chinese attitude to this minor disruption. Will they stay firm or use it as an excuse to save face for frigging around for the last seven months?
Ideally the Chinese will give an early favourable response.
