I would speculate that this is to accelerate the stage 1 Benga mine development to perhaps include stage 2, at the same time. I say this, because RIV already has the $$$ in the bank for stage 1.

I can't see any cap ex requirements for barging yet, as the Chinese will have to do a full review of all the barging + Zambeze river info that RIV has to date, as well as do their own studies.

A cap raising at $10+ is a good call for the company, in the light of possible risky markets in the next 6 - 12 months. RIV did the same thing, prior to the GFC, with their $9.30 cap raising.
