It looks to me as though the extensive COAL deposits beneath the CTP tenements have caused the CTP board to plan to exploit this coal at least for CSM.
As we all are aware coal extraction would require big sums of capital , and maybe another company is contemplating investing in this.
Looking at the advantages of coal development in CTP's areas [as compared with Qld and NSW] the farmers in the area are not hostile, and the risks to the environment seem less.
