My extensive research (as usual) says that the 9 months since the agreement was signed was up this week. This means that Chinese Govt approval has to be given, and second tranche of shares issued at this date. Also TF can cancel up to this point, and lose their break fee.

Announcement must be about this, but could include cancellation or not.
