IMO The placement is as per all the usual previous reasons given by ICN, that being for operational works etc etc but lets all admit it that has always been a small part of ICN's expenditure.
The biggest overhead is RJ and the rest which as been covered many times they are so overpaid is a joke hence they need the money to keep paying the huge wage bill.
