    Why would traffic pick up? Best flows when it was free were only 60% of the forecast. Now it's less than 40% of forecast and, I would guess, falling. Probably fall further after April's toll increases.
    After Clem7 they must have been expecting these numbers. Why should the taxpayers get involved? Let it go bust.
