You are partially correct... latest issue will fail (hopefully), then they will do a small issue to pay off debts only (I would support this), then go into care and maintenance (this is what directors said they would do at shareholder presentation last year... to protect the company and director's own shares - the directors are not suicidal), then wait for silver to rise eg to your $30.
But this puppy is NOT DEAD... dormant, but not dead.
