Psi81, yes it is a mystery. Some thoughts. Either the debt increases or decreases. You are right, $10M is not significant, so reduction of debt is unlikely. So we are left with debt increase. But increased for what? There are limited possibilities, I think Little Eva is out of the question, as $295M is too much to comprehend. Is it possible that a bargain purchase of infra structure is available, such as the luikolahti mill in Finland. Or alternatively is it for some other completely new project than Little Eva.

We can only speculate.
