Any reasonable offer and the board would be obliged to let SH's decide. If it was a ridiculous offer then no need for a TH and would be dismissed. You have to seriously consider a decent offer now that 3 out of 4 wells have been dry, WL for us is a long and expensive way off and Galoc just finished but in decline. IMO.
