    I'm not sure what planet you guys are on, but if one does not take up the offer (1 for 1 @ 48c), the opportunity goes to the underwriter. No one is giving money to not take up the offer. You either take up the offer and produce the cash at .48c per share. or do and get nothing (But a dilution)
