No it hasn't.
Not if you exercise your rights to subscribe for stock at the issue price.
Granted, if you do nothing (i.e., you don't apply for new shares), then your statement holds true. But who wouldn't apply for more shares when the issue prices is below TERP if they were happy to hold the stock before the capital raising announcement?
