Just to add a little more complexity to it all...it wouldn't surprise me if not long after this raising they announce a "consolidation" of shares...maybe around 5:1. Post this raising we will have close to 3B shares on issue. With further raisings very likely needed (drilling is an expensive business!) bringing the number of shares back to a reasonable level would I suspect be on their minds.
