I tend to agree---we have all know talks,negotiations have been going on.time --have been revised & revised--looks like this will happen again.If the first contract is done & dusted--why cannot they get it up & running.Finance in place??--talks going for months now--should have been patted down--let`s hope it not the dog wagging the tail.If in China project would have been half completed.Let`s hope minority groups don`t stall the project .
