    From a neutral standpoint the most obvious answer is that they don't think a contract is going to close in the the short term.

    If they thought one was, then they would (and definitely could as they have a half decent wad of cash) wait until after they have confirmed and announced it.... then amid the associated hype raise at a higher price.

    I imagine they realise they may not get a contract for x months, and see the recent price increase as a good opportunity to raise cash.
