The last 3B lodgement stated that they can issue a maximum of 135,941,285 shares under rule 7.1A. So unless they are going to pay approx 18c they will not raise $25m. IMO they are looking to raise up to $12m max. Also I think that this CR will not be open to existing shareholders and will be a private placement only.
