I am not sure, it seem to me that management likes to do a CR before a good announcement (previously).
As what they always said, they like to reward existing shareholders.
They have never issued a notice before a CR, but they have done so now.
I believe this is to prop the price up a bit, in order to do the CR in a reasonable price.
Then, after the CR (or before the CR closed), some news will come out which support the price, and everyone will buy in, and off it goes (a bit, or a lot, who knows). <- I am banking on the start of the vaccine trial, or another good news re CC takes up.
I can be wrong though.
